Description
James E Bailey born in 1822. He was a lawyer; In 1853 was elected to the General Assemby of Tennessee. Elected as a Union representative to a proposed convention to consider the attitude of the State. Was called by Governor Harris at outbreak of hostilities to organize and equip troops of the State. He died in 1885
